Abstract
This research examines the implementation of DAK in the field of primary education in West Bandung Regency. It adopted a descriptive qualitative method that is interpretive and naturalistic in the form of a case study. The findings of the research show that the implementation of the DAK policy in the primary education has been in accordance with the technical instructions and implementation instructions of DAK in the sector, but the policy has not been optimally implemented. In addition, the management of the use of DAK in the education sector in education has displaced the existence of decentralized education mechanisms inherent in local government and schools in reality, the strong desire of local government to continue realizing the management of the use of DAK in the field of elementary education. The five critical variables for achieving successful implementation of policies that include : content, context, commitment, capacity and client/coalition have not shown maximum results. Nonetheless, the DAK policy in the education sector has been able to increase the fulfillment of the availability of educational facilities and infrastructure with a strong regulatory foundation and has successfully encouraged sustainable development, procurement, and improvement.
